A suspicious substance was found on a letter sent to President Barack Obama and intercepted at an off-site mail facility Tuesday.
The Secret Service said it was not immediately clear what the substance is. It is also not known whether there is a connection with the letter sent to Sen. Roger Wicker (R-Miss.) containing the toxic poison ricin that was detected Tuesday.


Spokesman Edwin Donovan said the letter was received at the Secret Service’s White House mail screening facility, which examines all mail for the complex and is not located nearby. The facility, he said, “facility routinely identifies letters or parcels that require secondary screening or scientific testing before delivery.”

The Secret Service is working with the U.S. Capitol Police and the FBI in investigating the letter sent to the president.
A letter sent to Wicker’s office tested positive for ricin and has been sent to a Maryland facility for additional testing.

The Wicker letter was postmarked Memphis, Tenn., and had no suspicious markings or return address, according to a message sent to congressional staffers by Senate Sergeant at Arms Terrance Gainer.
The Senate’s mail facility is closed for two to three days “while testing and the law enforcement investigation continues,” Gainer said.
Senators were briefed on the letter Tuesday evening and were told a suspect has been identified.
Sen. Claire McCaskill (D-Mo.) said the letter came from an individual who frequently writes to lawmakers. She wouldn’t identify the person but confirmed officials were investigating someone.
State congressional offices have been told what to look for if there are more letters containing the toxic substance.

The bill was passed by parliament 77 votes to 44, making New Zealand the 13th nation worldwide to take the measure. The law redefines marriage as a union between two people, rather than a man and woman.

KONIBAJE NEWS &FEATURESGoogle challenges libel suit In Nigeria

An Igbosere High Court, Lagos on Monday fixed 18 June for hearing a preliminary objection filed by Google Incorporation in libel case filed by one Nicholas Okoye.

Mr Okoye is the Chairman of Anabel Group of companies.
Google, through its counsel, E.A Bahabo had filed a motion, challenging the jurisdiction of the court to hear the suit.
The N500 million libel suit was initially filed against Google for improper editorial censorship over a libellous publication but now includes a blog operator, Ladun Liadi and Google Nigeria as first and third defendants.
The counsel to the claimant, Emeka Okwosa had filed an application for interlocutory injunction to prevent the defendants from further publication of the libellous documents till judgement is passed on the case.
A.I Enaefo, counsel to the first defendant, said that his clients had complied and there is no evidence that the libellous publication had been downloaded.
“My clients have complied with that and up to this moment, there is still nothing to show that the libellous publication had been downloaded,” he said.
Mr Bahabo, counsel to the second and third defendants then told the court that two applications have been filed on motion challenging the court jurisdiction to hear the matter and that the name of the third defendant which is Google Nigeria be struck out.
“We have filed two applications challenging the court jurisdiction to hear the matter and that the name of the third defendant which is Google Nigeria be struck out,” he said.

KONIBAJE NEWS& FEATURES:18 Arrested Over Police Station Bomb Attack In Kaduna

The Kaduna State Police Command said on Monday that it has arrested 18 armed robbers in connection with the bombing of a police station in Birnin Gwari local government area of the state.
The suspects were identified as those that have been terrorizing Birnin Gwari local government area and some other parts of the state.
The state police Commissioner, Olufemi Adenaike told Channels Television in an interview that some of the arrested armed robbers are immigrants from some African countries like Chad, Niger Republic and Cameroun, among them are those that specializes in stealing of cows belonging to Fulani herdsmen.
According to him, a joint operation by policemen and soldiers led to the arrest of the suspects in their hideouts inside the forest while temporary measures have been put in place to prevent armed robbers from terrorizing the town through the forest.
The commissioner also identified the topography in most local governments of the state as a contributing factor to the incessant killings witnessed in the southern part of the state and added that security agencies are winning the war against terrorism in the state.

KONIBAJE NEWS &FEATURES : Lion Air passenger plane crashes into sea off coast of Bali

All 101 passengers and seven crew on the Lion Air flight survived, although dozens were said to be injured and at least seven were taken to hospital with head wounds and broken bones.
The new Boeing 737-800 had been trying to land at Denpasar's Ngurah Rai International Airport about 3.30pm local time (1730 AEST) on Saturday when it crashed.
No Australians were on the plane, the Department of Foreign Affairs and Trade in Canberra said.

KONIBAJE NEWS & FEATURES : Manhunt for French gangster who used gun, explosives to escape prison

Redoine Faid fashioned himself as a modern-day gangster. He thought big -- getting inspiration from the movies, as when he wore a hockey mask like Robert DeNiro's character in "Heat" -- and acted audaciously, attacking armored trucks among other targets.
After more than a decade in prison, though, the Frenchman insisted he'd sworn off his wicked ways.
This promise didn't last for long, according to French authorities. In 2011, a year after his autobiography came out, Faid landed back behind bars.
Now, he is once again free -- and, once again, the subject of an international manhunt after his brazen escape from prison.

Faid held five people, including four guards, at gunpoint at a detention center in the northern city of Lille on Saturday, officials said. He then burst his way to freedom, detonating explosives to destroy five doors, penitentiary union spokesman Etienne Dobrometz told CNN affiliate BFMTV.
Where he is now is anyone's guess. French Justice Minister Christiane Taubira told reporters on Saturday that a European arrest warrant covering 26 countries has been issued, and that Interpol is working to track him down as well.
One person not surprised by Faid's breakout is his lawyer, Jean-Louis Pelletier. In a few days, Pelletier had planned to meet his client in preparation of an upcoming trial tied to a May 2010 attack in Villiers-sur-Marne, east of Paris, that left a 26-year-old policewoman dead.
"He is remarkably intelligent, and he is using his intellect to serve his ambitions," Pelletier told BFMTV. "(And Faid) cannot stand being imprisoned anymore."
Questions raised about prison's security
In his 2010 autobiography, "Robber: From Suburbs to Organized Crime," Faid chronicled his progression from a petty thief to one of France's most notorious criminals, according to the book's publisher, La Manufacture De Livres.
In 1998, after three years on the run during which he fled to Switzerland, Faid was finally caught. Sentenced to 20 years, he ended up spending more than 10 years in high-security prisons around France.
After getting out, Faid put himself out there -- not only with his book, but as the subject of numerous interviews.
The high-adrenaline life of crime he described resembled that of another famous French gangster, Jacques Mesrine. The country's most wanted man in the 1970s, Mesrine made his name as a charismatic, press-courting criminal known for his daring bank heists and spectacular prison breaks.
Mesrine's story ended in 1979, when he was gunned down by police on the streets of Paris.
Faid's prison escape Saturday evokes some of that brand of criminal bravado. But it also raises a number of questions: How did an inmate gets guns and explosives? How did he manage to use those to force his way out? And, after all that, why is he still at large?
The four guards who Faid allegedly held hostage "are safe and sound," said Lille prosecutor Frederic Fevre.
Still, officials from the prison guards' union pressed Taubira to provide better safety measures inside prisons, including more thorough searches of those who enter, BFMTV reported.
Built in 2005, the Lille-Sequedin penitentiary from which Faid escaped is not old, but it's not well designed to keep watch of prisoners, said Jimmy Delliste, a former associate director there.
"The construction ... makes it particularly difficult to manage detainees, who are particularly difficult to watch," Delliste told BFMTV.

KONIBAJE NEWS &FEATURES : Russian minister warns of recession threat

Worries about Russia’s growth outlook intensified on Friday when the country’s economy minister gave warning that a broad slowdown risks turning into a recession later this year without efforts to stimulate production.
The comments by Andrei Belousov appeared to buttress the case made by a number of Russian officials recently for a looser monetary policy that favours bolstering growth over fighting inflation.


“We are not in recession for now, but we may get there – there is such a risk,” Mr Belousov told reporters during a trip to eastern Siberia. “I think that, if by autumn we don’t see growth for some period, we may slide into recession.”
The announcement comes a day after his ministry slashed its projection for economic growth in 2013 by a third, from 3.6 per cent to 2.4 per cent. Growth in the first quarter was likely to have reached about 1 per cent, compared with a year ago, which would mark the fifth-consecutive quarter of slower growth.
“We will propose economic stimulus measures. We will have a meeting with the president,” said Mr Belousov. “Measures should be taken, as we need to solve the situation . . . in order not to slide into recession.”
The slower first-quarter growth was mainly the result of a combination of low industrial production, consumer spending, and investment, said economy ministry officials.
However, one economist pointed out that year-on-year comparisons can be misleading, particularly because the central bank sought to burst a consumer credit bubble in September that was artificially inflating consumption by raising its benchmark refinancing rate from 8 per cent to 8.25 per cent.
Farhan Kazmi, head of equities at Credit Suisse in Moscow, said the bearishness was overblown. “We’re more optimistic,” he said, predicting a strong harvest, and added that recent radical easing moves by the Bank of Japan will keep commodity prices high.
However, the signs of sputtering growth have put pressure on Russia’s central bank to loosen monetary policy once again and target growth instead of inflation. Dmitry Medvedev, prime minister, in January set a target for 5 per cent growth, more than double the revised estimate.
Elvira Nabiullina, former economy minister and adviser to President Vladimir Putin, is set to take over as central bank governor in June, and is thought to be more dovish on inflation than her predecessor Sergei Ignatiev, who is coming to the end of his second term.

KONIBAJE NEWS: Gold prices fall 6% to hit 2-year low

Gold prices were plummeting on Monday with the futures contract down over 6%, or around $94 to $1,406.30 an ounce.
On Friday, the price of gold plunged 5% to $1,487 an ounce.

Analysts attributed last week's plunge to investors who fear gold won't be the safe haven it has been when inflation spikes, the economy deteriorates or the sale of gold to raise cash skyrockets.
As recently as mid-September, gold prices were flying above $1,800 an ounce.
On Monday, a slowdown in Chinese economic growth added to doubts about the strength of the world economy.
The yellow metal has now hit a two-year low amid concerns that a 12-year bull run for the commodity has come to an end.

KONIBAJE NEWS & FEATURES: We’ve Committed No Wrong To Deserve Amnesty – Boko Haram

The leader of extremist group, Boko Haram, Abubakar Shekau has claimed in a statement that his group had “not committed any wrong to deserve amnesty.”

“Surprisingly, the Nigerian government is talking about granting us amnesty. What wrong have we done? On the contrary, it is we that should grant you pardon,” he said, listing what he described as the state’s “atrocities” against Muslims.
The Hausa language audio recording was distributed by email in a manner consistent with previous Boko Haram messages, and the voice was similar to that of previous Shekau statements.
President Goodluck Jonathan last week formed a panel to look at the possibility of offering an amnesty deal to the Islamists, whose insurgency has left more than 3 000 people dead since 2009, including killings by the military Joint Task Force (JTF).
Some northern religious and political leaders have been urging President Jonathan to grant an amnesty to members of Boko Haram as they say the army’s response to the insurgency is not bringing peace.
In 2009, former President Umar Musa Yar Adua granted an amnesty to thousands of militants wreaking havoc in the oil-rich Niger Delta in the south.
The violence fell dramatically but there are worrying warnings of further unrest in the Delta, analysts say.

KONIBAJE NEWS & FEATURES:Eaglets off to Morocco

Nigeria’s Golden Eaglets left Lagos for Casablanca, Morocco, where they will participate in the 10th Africa Under-17 Championship kicking off on Saturday.

The Team, comprising thirty players and ten Officials, including the Technical crew, will move to Marrakech, Venue of their Group B matches.

The Eaglets returned from a four week final training programme at the Aspire Academy for Sports Excellence in Qatar on Sunday. Nigeria, three times World Champions, last featured at the Africa Under-17 Championship in 2007 finals in Togo and won.

They proceeded to win the FIFA under 17 World Cup finals in South Korea.
CAF will on Friday conduct the Magnetic Resonance Imaging (MRI) examination on all participating Teams. Nigeria and
Ghana will clash in the most anticipated match of the Group phase in Marrakech on Sunday, after Cote D’ivoire and Congo Brazzaville would have done battle at the same Venue.

Former British Prime Minister Margaret Thatcher, a towering figure in postwar British and world politics and the only woman to become British prime minister, has died at the age of 87.
She suffered a stroke Monday, her spokeswoman said. A British government source said she died at the Ritz Hotel in London.
Thatcher's funeral will be at St. Paul's Cathedral, with full military honors, followed by a private cremation, the British prime minister's office announced.
Thatcher served from 1975 to 1990 as leader of the Conservative Party. She was called the "Iron Lady" for her personal and political toughness.

She retired from public life after a stroke in 2002 and suffered several strokes after that.
She made few public appearances in her final months, missing a reception marking her 85th birthday hosted by Prime Minister David Cameron in October 2010. She also skipped the July 2011 unveiling of a statue honoring her old friend Ronald Reagan in London.
In December 2012, she was hospitalized after a procedure to remove a growth in her bladder.

Thatcher made history
Thatcher won the nation's top job only six years after declaring in a television interview, "I don't think there will be a woman prime minister in my lifetime."
During her time at the helm of the British government, she emphasized moral absolutism, nationalism, and the rights of the individual versus those of the state -- famously declaring "There is no such thing as society" in 1987.
Nicknamed the "Iron Lady" by the Soviet press after a 1976 speech declaring that "the Russians are bent on world dominance," Thatcher later enjoyed a close working relationship with U.S. President Reagan, with whom she shared similar conservative views.
But the British cold warrior played a key role in ending the conflict by giving her stamp of approval to Soviet Communist reformer Mikhail Gorbachev shortly before he came to power.
"I like Mr. Gorbachev. We can do business together," she declared in December 1984, three months before he became Soviet leader.
Having been right about Gorbachev, Thatcher came down on the wrong side of history after the Berlin Wall fell in 1989, arguing against the reunification of East and West Germany.
Allowing the countries created in the aftermath of World War II to merge would be destabilizing to the European status quo, and East Germany was not ready to become part of Western Europe, she insisted in January 1990.

"East Germany has been under Nazism or Communism since 1930. You are not going to go overnight to democratic structures and a freer market economy," Thatcher insisted in a key interview, arguing that peace, security and stability "can only be achieved through our existing alliances negotiating with others internationally."
West German leader Helmut Kohl was furious about the interview, seeing Thatcher as a "protector of Gobachev," according to notes made that day by his close aide Horst Teltschik.
The two Germanies reunited by the end of that year.
A grocer's daughter
Thatcher -- born in October 1925 in the small eastern England market town of Grantham -- came from a modest background, taking pride in being known as a grocer's daughter. She studied chemistry at Oxford, but was involved in politics from a young age, giving her first political speech at 20, according to her official biography.
She was elected leader of the Conservative Party in 1975, when the party was in opposition.
She made history four years later, becoming prime minister when the Conservatives won the elections of 1979, the first of three election victories to which she led her party.
As British leader, Thatcher took a firm stance with the European Community -- the forerunner of the European Union -- demanding a rebate of money London contributed to Brussels.
Her positions on other issues, both domestic and foreign, were just as firm, and in one of her most famous phrases, she declared at a Conservative Party conference that she had no intention of changing her mind.
"To those waiting with bated breath for that favorite media catchphrase, the U-turn, I have only one thing to say: 'You turn if you want to. The lady's not for turning,'" she declared, to cheers from party members.
The United Kingdom fought a short, sharp war against Argentina over the Falklands Islands under Thatcher in 1982, responding with force when Buenos Aires laid claim to the islands.

Announcing that Britain had recaptured South Georgia Island from Argentina, Thatcher appealed to nationalist sentiments, advising the press: "Just rejoice at the news and congratulate our forces."
A journalist shouted a question at her as she turned to go back into 10 Downing Street: "Are we going to war with Argentina, Mrs. Thatcher?"
She paused for an instant, then offered a single word: "Rejoice."
Controversy over Falklands war
The conflict was not without controversy, even in Britain.
A British submarine sank Argentina's only cruiser, the General Belgrano, in an encounter that left 358 Argentines dead. The sinking took place outside of Britain's declared exclusion zone.
In her first term, Thatcher reduced or eliminated many government subsidies to business, a move that led to a sharp rise in unemployment. By 1986, unemployment had reached 3 million.
But Thatcher won landslide re-election in 1983 on the heels of the Falklands victory, her Conservative Party taking a majority of seats in parliament with 42% of the vote. Second-place Labour took nearly 28%, while the alliance that became the Liberal Democrats took just over 25%.
A year later, she escaped an IRA terrorist bombing at her hotel at the Conservative Party conference in Brighton.
She was re-elected in 1987 with a slightly reduced majority.
She was ultimately brought down, not by British voters, but by her own Conservative party.

Brought down by the poll tax
She was forced to resign in 1990 during an internal leadership struggle after she introduced a poll tax levied on community residents rather than property.
The unpopular tax led to rioting in the streets.
She married her husband, Denis Thatcher, a local businessman who ran his family's firm before becoming an executive in the oil industry, in 1951 -- a year after an unsuccessful run for Parliament. The couple had twins, Mark and Carol, in 1953.
She was elected to Parliament in 1959 and served in various positions, including education secretary, until her terms as prime minister.
Thatcher was awarded the U.S. Medal of Freedom by President George H. W. Bush in 1991, a year after she stepped down as prime minister. She was named Baroness Thatcher of Kesteven after leaving office.
She retired from public life after a stroke in 2002 and suffered several smaller strokes after that. Her husband died in June 2003.
Though her doctors advised against public speaking, a frail Thatcher attended Reagan's 2004 funeral, saying in a prerecorded video that Reagan was "a great president, a great American, and a great man."
"And I have lost a dear friend," she said.
In the years that followed she encountered additional turmoil. In 2004, her son Mark was arrested in an investigation of an alleged plot by mercenaries to overthrow the president of Equatorial Guinea in west Africa. He pleaded guilty in a South African court in 2005 to unwittingly bankrolling the plot.

Non-Essential Functions
·         Plans and executes special projects under direction and review as assigned by Human Resources Manager
·         Participates on new hire onboarding and induction activities
·         Assist with coordinating and communicating employee TR programs

Key Performance Indicators:
·         The incumbent is expected to run payroll and provide reports with minimal supervision and errors
·         The job holder is expected to provide/run all reports as at when due. Internal and external customer satisfaction levels
·         Accuracy and timely processing of payroll information by established cutoff date
·         Quality and effectiveness of day-to-day activities
·         Quality and timeliness of all relevant reports
·         Timeliness & effectiveness of service delivery
·         Quality and comprehensiveness of databases being maintained
 
Job Specification:
·         Minimum 1st degree in any discipline or BSc/BA in business or human resources required
·         Minimum 1-3 years of compensation & benefits experience (including payroll) within a reputable and structured business environment, preferably a multinational corporation within the Oil & Gas industry
·         Robust sense of accountability and sound personal judgment with the capacity to handle confidential information and escalate issues effectively
·         Proactive, forward-thinking attitude and creative problem-solving ability
·         Great organizational and customer service skills; attention to detail and ability prioritize multiple tasks simultaneously without sacrificing the ability to dive deep is essential

Overall Purpose of Job:
Responsible for the planning and execution of specific corporate, product and service brand management efforts, image building and reputation management programmes. Within approved policy and authority limits, the CCM projects the interest of the group and assigned entities on projects and events planned and executed with the involvement of internal and external solutions partners including Corporate Communications, the media and the press.
 
Responsibilities:
Strategic
·         Supports the HCC in ensuring group wide compliance to corporate identity
·         Makes recommendations for the development and implementation of consistent and vision-aligned policies for internal and external communications and branding efforts; monitors compliance and recommends sanctions for non-compliance
·         Supports the development of image building/management strategies and programmes, providing needed support to CEOs/COOs, executive management, teams and the general workforce
 
Operational
·         Develops advert placement schedules with budgets based on periodic media plans
·         Manages key relationships with advertising agencies, media agencies and print vendors (local & international)
·         Design quarterly and monthly newsletters and e-bulletins
·         Daily supervision of implementation of website and intranet updates using CMS tool
·         Supervise the production of print designed materials, to ensure compliance to brand identity and standards
·         Performs other duties as may be assigned by the HCC from time to time
 
Key Performance Indicators:
·         Comprehensiveness, effectiveness and quality of design communication creatives
·         Cost effectiveness of internal and external design communications activities implemented
·         Quality and timeliness of deliverables
·         Consistency of relationship with advertising/media agencies
 
 
 Person Specification:
·         A degree in Fine Arts/Graphic Design or any other related discipline
·         2 - 3 years operational experience (Corporate/External Affairs, Media and/or Advertising) within a reputable and structured business environment
·         Strong exposure to reputation and events management
